David’s practice focuses on corporate, administrative, regulatory and public utility law. He has extensive experience in government relations and regularly practiced before the Missouri Public Service Commission, the Federal Energy Regulatory Commission, and other state and federal regulatory agencies. Prior to coming to McCarthy, Leonard & Kaemmerer, David represented a number of major corporations and public policy and landowner associations, providing regulatory and management policy consulting services.
David has degrees for the University of Missouri – Columbia in Law, the University of Missouri – Rolla in Chemical Engineering, and Covenant Theological Seminary. He resides in Jefferson County and has been a life-long resident of the St. Louis region, where he and his wife Judy raised three daughters, Erin, Cassandra, and Jennifer.
